俺の一言:日本で起きる少子化・高齢社会問題

以下に書いてあったのは俺の福祉社会論のレポート。今日朝早く起きて、9時から14時まで頑張って書いた!自分に感動。何故そんなに急いで書いたのかというと、今日提出しないと単位が取れないからだ!!!マジギリギリス!後、今日の18時から留学生の旅行に行って来まーす!超楽しみにしていた旅が。。。もうすぐ!!!

私は今まで、福祉工学や社会科学などを考えたことがなく、自分の国(マレーシア)にいるときに勉強する機会もなかったので、福祉工学や社会科学に対して知らないことは山ほどあります。福祉社会論の授業を受けてから少しずつ考えるようになりました。

今回のレポート課題では、福祉工学や社会科学における少子化と高齢社会の問題に絞って述べたいと思います。そして、この問題に対して日本とマレーシアの違いあるいは共通点があれば、それについて自分の意見を少し述べたいと思います。

まずは少子化について述べたいと思います。少子化問題とは、生れる子供の数が減少し、現在の人口を維持できなくなり、経済全般/社会保障/労働市場などに大きな影響を与える深刻な問題です。この問題は高齢社会に強いつながりがあります。高齢社会に進んでいく日本では、それをサポートする若者(税金で高齢の人の年金が払われる)が減少すると、政府が年金を払えなくなる恐れがあることが問題です。高齢化社会はますます進み、日本人の平均寿命はどんどん延びているにもかかわらず、それをサポートする若者が足りないと、国の経済発展にまで影響が予想されます。

少子化が進んだ原因は「女性の高学歴化、晩婚化、未婚化」、「経済負担の増加」、「子育てよりも自分たちの生活を楽しみたいと考える人の増加」、「将来の社会現状に不安がある」、「出産・子育てが女性の自立の障害になっている」、「保育施設、育児休暇などが整っていない」、「精神的・肉体的に負担が大きい」、「性欲がなくなった」などがあげられています。

この問題はどれほど進んだのかを見てみましょう。現在の人口数を保つために、一人の女性に2.1人の子供が必要です。2005年に行った調査によると、日本ではその数値が1.25になっています。これは何かと言いますと、2006年の12774万人をピークに、日本の人口は減りつづけると予想されています。2100年における総人口は、約6000万人。つまり半減するのです。そうなると、会社や企業などに仕事をしてくれる日本人が少なくなり、外国人労働者がより必要になりつつ、大勢の外国人が日本に移動し、国際的な多民族国になると予想できます。国際的な多民族国になってすべて悪いことであるとは言えないが、新たな問題(文化、価値観や考え方などの違いのせいで起きる差別問題など)は発生するはずだと思われます。

次は少子化が起す問題点を述べたいと思います。まずは社会保障制度の崩壊です。現在の社会保障制度は、1995年には約5人で1人の受給者を支えています。それが、2000年には約4人で、2010年には2.8人で、そして2020年には2.3人で1人の受給者を支えていくこととなります。これは何かというと、現在日本人が払っている厚生年金は2020年になると二倍以上の金額を払わなければならないことになります。

次の問題点は経済活動の崩壊です。総労働力数=生産年齢人口数であらわされ、15歳~64歳までが労働力として解釈されています。1995年には8700万人の労働者のいたものが、2020年には7500万人程度に減少すると予想されます。この生産年齢人口が減少していくと同時に、老年人口(65歳 以上)が増え、年少人口(14歳以下)が減少していったとき、これが高齢化社会と呼ばれるものです。前のページにもいったように、労働者ではない人をサポートする労働者が少なくなると、一人当たりの労働者に負担が増えていき、ストレス社会などにもなれると考えられます。一方、失業率問題がいなくなるのはすごく良いことだが、それは今回のレポートの問題外とします。

そして、次の問題点は子供社会の低下。子供が少ない時代では、昔と比べて一人の子供に対しての愛情・注目(attention)が大幅に増えてきます。それは決して悪いことではないが、やりすぎると、その子供は大人になって社会に出ると大変なことになります。子供が悪いことしても、可愛いからといって親が叱らないとなると、その子供は周りの人が関係なく好きなことならやってもいいという考え方が頭に付き、全体的の社会のマナーが下がるはずです。子供を甘やかすすぎると、言葉遣いを気にしない、マナーが分からない、自分の親でも尊敬・感謝しない子供になるでしょう。

テレビ・雑誌でも最近の若者のマナーの悪化についてよく遭遇(encounter)します。実際はどうですか?モラル・マナーは簡単に測定できる性質ではない、そして私は日本に来て間もないので何とも言えないですね。

ちなみに、マレーシアでは「少子化」という言葉を聞いたこともなかったです。「高齢社会」も。なぜなら、マレーシアでは4人兄弟(私は6人)というのは普通です。マレーシアの人口(現在約2550万人)はこれからも増えていくと予想されます。そして、マレーシア人の平均寿命もそんなに高くないので(男性70歳・女性74歳)、マレーシアでは少子化と高齢社会の問題は存在しないと言っても過言ではないと個人的に思います。しかし、日本では存在しない問題(人権や差別問題など)がマレーシアでは山ほどあるので、マレーシアでおける福祉工学や社会科学の内容は日本と大分の違いがあると思います。

最初は「私たちは機械工学の学生だから、福祉社会を知らなくてもいい」と少しだけ思ったことがあったが、講義に出てそしてこのレポートをやることで、より福祉工学や社会科学に興味を持ち、これからも、社会に役に立てるように福祉工学や社会科学に対する感心・知識を身に付けたいと思うようになりました。ありがとうございました。

    just to let u know, having 4 or more children is not consider normal in malaysia.Maybe among malays.But don't take that as a norm for all Malaysian. It's not a bout Namwee's song but most of the chinese in malaysia will not be able to support education and other expenses for 3 or more children thanks to all the 'bumiputera' policy. no offense, but hope this gives more insight to the problem we all malaysian are facing.lack of understanding of each other.

  2. Just to let you know, having 4 kids IS actually considered normal. Well at least at my hometown (kelantan). chinese, malay, indian, it's all the same.

    About the chinese not being able to support more than 3 children, well i suppose they should have tried harder because it is a known fact that the chinese IS living a better life than any other race in malaysia; on AVERAGE, they ARE richier and i don't need to remind you that it IS the chinese who has economic dominance in malaysia.

    But that does not mean they don't deserve equal opportunity and rights for the goverment's help in the field of education and work. what about the small portion of the chinese community who are NOT rich and NOT controlling the economy like their other chinese friends? What about them? The system is DEFINETELY flawed.

    Unfortunately for them, they agreed to this racial favouring system 50 years ago and there is nothing that can be done about it.

    If the chinese really want to change the system, i have a solution: make more chinese babies and increase your population to become the majority; THEN you will have political dominance and the power to change that policy peacefully. For now, they just have to work harder.

    This has gone awfully off topic; I think I should write an entry concerning this issue. I just have to gather up some resources. Hey! Thanks for reading my BORING assignment in the first place! How many years have you been learning Japanese? Are you Japanese?

    i am a chinese malaysian.Came to japan n finished my degree in Tokyo University.Of course thanks to the malaysian government, I am not sponsored by them.I got 9As in SPM but was rejected for Local Uni in Malaysia. Long story. I think you have your point as well but just don't say chinese should have try harder. n u r right, there is nothing to be done bout some decision made 50 years ago.That's y i chose not to go back to that country anymore. At least I will not pay my income tax to a government not helping their own people.

  4. i can fully understand your frustration, to be treated like a foreigner in your own country. you were born and raised in malaysia, but still the system treat you like you're not a TRUE malaysian.

    i'm malay, and i despise the racist system and the corruption inside the government.

    if you have been following the latest trend in malaysia, it is not a secret anymore that the chinese community is fed up with the system, they can't stand it anymore.

    Their ancestors might have shied away from voicing their dissatisfactions towards the unfair system, but not the young Chinese Malaysians. They strive to be bolder and more aggressive and I think that might lead to a bigger problem; and probably a deadly one at that.

    As long as the malays are the majority, they will NEVER let anyone to strip off their ‘special treatment’. They would rather die than see their children not getting what they have been enjoying for the past 50 years. This is what is so dangerous about the whole issue because it could easily escalate to a civil war IF not being treated carefully. just take a look at the comments people (malay and chinese) put on my NEGARAKUKU videos on youtube. it's horrible and disturbing.

    And everybody knows that 90% of the police and army are malays and it does not take a smart man to figure out the outcome of that war, if it ever become a reality GOD forbid.

    Somehow, I don’t see the current racial dividing system is going to last. Someday, it will end. It might not be during my generation, but it will.

    Anyways, you graduated from TODAI? That’s cool. So now you’re working in japan? I wish you the best of luck! from the sound of your posts, surely you are better off in japan than in malaysia.
